Press Release Body: At their February quarterly meeting, the Clerks of the State of Florida as members of the Clerks of Court Operations Corporation Executive Council elected a new Chair. The Honorable Howard Forman, Clerk of Broward County was selected in a unanimous decision to replace the retiring Jim Watkins. Forman has served on the Council since its inception in 2003 as the Vice-Chair. Forman, after being elected, thanked those in attendance at the public meeting held in San Destin, Florida and said he appreciated the opportunity to serve. Forman was elected Clerk of Broward County in 2000. Prior to being elected Clerk, Forman served on the Hallandale Beach City Commission, the Broward County Commission and in the State Senate.
The Florida Legislature created the Florida Clerks of Court Operations Corporation in 2003 to implement Revision 7 to the Florida Constitution. The purpose of the Corporation as outlined in Section 28.35, Florida Statutes is to review and certify each Clerk\'s court-related budget. The Corporation also develops and certifies a system of performance measures for each Clerk as well as develops and conducts Clerk education programs, among other duties.
